While Park Geun-hye government proposed ‘job creation-centered creative economy’ as a priority national objective, discussions about the creative economy have been promoted from various perspectives in the Korean society. However, despite numerous claims and discussions, no agreed definition of the creative economy has yet been derived. In this situation, this report reinterprets the meaning of the ‘creative economy’ paradigm based on the analysis of existing concepts of the creative economy and suggests a new perspective for the implementation of the creative economy in Korea. In this report, the creative economy is defined as an ‘economic paradigm for achieving a human-centered sustainable growth, mainly by building creative ecosystem in the overall economy focusing on creative work.’ How to measure the creative sector, such as creative industries or creative jobs, is also an important problem as well as the conceptual discussion of creative economy. This paper examines the various existing criteria, and in order to overcome their limitations it suggests a new criteria which separately identify the technical and cultural elements of creativity on the basis of the task contents of jobs.
