Abstract

Regional innovation systems (RIS) and innovative activity are now recognized as having important roles to play in regional economic development policy. The goal of this study was to expand our understanding of the crucial determinants of innovation systems and empirically find out the determinants of RIS on the regional innovation activity in Korea. The research identified the existence and importance of sources of innovation, knowledge spillovers, and regional spillovers as the principal characteristics of RIS in Korea. It also examined the differential effects of the local characteristics of RIS on innovative activity in
Korean counties, or Si, Gun and Gu. A knowledge production function approach was used to estimate the determinants of innovative activity in Korean counties, and a zero truncated negative binomial model (ZTNBM) was estimated to capture the role of the local characteristics of RIS on the existence and volume of innovative activity at the county level. The empirical findings from ZTNBM, first in the explanatory variable for innovation sources, were that the regional innovation activity was positively associated with high educated people and the presence of research universities (university spillovers). Second, among the proxy variable for knowledge spillover effects, regional innovation activity is significantly related to industrial specialization, indicating MAR hypothesis. Third, from the proxy variables for regional spillover effects, regional innovation activity is positively associated with road pavement as a proxy for regional proximity and the ratio of pupil to teacher as a proxy for regional quality of life in a county. Therefore policymakers should know the way of effectively coordinating the determinant of RIS to construct RIS in Korean regions.
