Abstract

With the establishment of the WTO Negotiation Group for Basic Telecommunication (NGBT) in 1988, the basic telecommunication markets have been opened, and wireless mobile communication and internet connectivity have spread. The telecommunication service industry has a strong influence on the Korean economy by creating telecommunication technology based added values, knowledge concentration in existing industries, and promoting the added value.

The level of knowledge competitiveness of the telecommunication service industry in Korea is at 75 percent in terms of technology development and informatization compared to technologically advanced countries. The basic telecommunication service sector, it is very close to the level of technologically advanced countries. However, in terms of design, standardization, and outsourcing which show the fastest changes in technology, there exists a large gap.

In order to reinforce the knowledge competitiveness of the telecommunication service industry, it is necessary to create a framework that provides highly advanced information services that correspond to the digital economy. Additionally, measures to ease regulations and create an environment for industrial activities, to cultivate advanced information venture companies, and to develop general telecommunication service corporations to compete with large telecommunication businesses internationally, should be followed. For this, the implementation of following measures are required: establishing the role between technology development systems, effective accumulation of competitive assets such as expanding knowledge industrial complex; establishing cooperative systems between and small, medium, and large enterprises, restructuring to concentrate key competence in companies, utilization of external knowledge through mergers and strategic partnerships, and finding new business strategies.

The information telecommunication service industry has become an infrastructure influencing other industries. Therefore, active policies and support from the government, and a strong desire to develop the industry are required.
