Abstract

This document is written as a source of discourse, to collect opinions from many areas, to revise the Sixth Five Year Development Plan. The paper includes current status of housing, requirements for the revision of the housing plan, housing policy objectives, and policy direction related to housing construction. It should be noted that this is not a confirmed government policy.
In Korea, the number of households increased rapidly with the increase in population and rise of small families. However, the construction of houses does not meet demand, particularly in cities. The objective of housing policy in Korea is the construction 500,000 units of rental housing, and to improve the low-income housing to enhance public welfare.
This document suggests that the total amount of construction should be expanded to two million units, focused on small-sized housing. A supply plan for public rental housing and small-sized housing to be allotted to low-income groups was prepared. 2 million units should be planned for the next five years, and plans to build 750,000 units of national housing and 500,000 units of rental houing was devised.
To realize this plan, limitations inhibiting housing provision should be abolished entirely, and the demand basis should be reinforced through expanding housing finance. For this, support for housing businesses should be expanded and limitations should be eliminated. This will promote provision of land as well as the development of private housing projects.
