Abstract

This report aims to determine the balance between the demand for democratization and the desire for continuous growth that Korean society must settle in the modern era. This report defines action plans that fulfill the requirement for long-term growth, as well as enhance fairness and peace.
The government has tried to resolve imbalance and inequality issues, but structural improvements are not yet evident. Rather, public complaints and social conflicts have increased, and public sentiment is that the Korean people are fighting a losing battle. There are increasing concerns regarding the overall economy, such as recent labor-management issues, price increases, and overall economic downturn.
The government should secure the public’s trust on the fairness of their policies, and attempt to solve fundamental structural and systemic problems. Also, efforts should be made to increase public awareness of scope and time requirements for structural and systemic improvement plans. Furthermore, it is necessary to develop new concepts of internationalization, and try to advance Korea as a nation group by resolving complaints and conflicts. The government eliminated the real-estate speculation to further economic fairness, and established plans to improve equality of taxation. A comprehensive plan for agricultural and fishing problems should be established towards balanced and equal development. Moreover, the foundation of agricultural real estate corporations and associations should be encouraged to promote cooperation among agricultural land management entities. In addition, to establish a competitive market and to enhance small to medium scale companies, the Medium-to-small Enterprise Restructuring Funds should be implemented. This fund is planned to raise one trillion Korean Won by 1992, and train research and development employees of small- to medium-scale enterprises. Also, the welfare system should be expanded, which emphasizes the quality of basic welfare, medical services, and education of low-income groups.
