Implications of the DMZ peace park for the trust-building process : Peacebuilding through the enhancement of environmental security

In addition to promoting the peaceful use of the DMZ, the proposal is expected to be a small yet significant step for the “Trust-building Process on the Korean Peninsula,” and thus represents some small progress toward reducing the tension between the two Koreas. Yet, the existing DMZ Peace Park Project lacks a specific roadmap, and sufficient consideration has not been given to its potential implications. Previously, a proposal had been made to expand the “Project for the Formation of an Ecological Peace Belt on the Korean Peninsula,” which was designed to invigorate the local economy. However, this differs substantially in nature from the DMZ Peace Park Project, which represents an attempt to resolve the conflict between the two Koreas.

Furthermore, there has been no discussion on the specific areas of cooperation to be established through the DMZ Peace Park Project. While the two Koreas may jointly conduct various projects, such as the research and development of resources in the DMZ, preservation of biodiversity, eco/security tourism, water resource management, and the excavation of historical sites, it is necessary to approach these aspects of the project cautiously, considering the varying importance that each sector has for each side and the potential for negative spillover effects resulting from cooperation.
