This study aims to identify the fundamental problems relating to non-regular workers and to seek solutions to the problems. In essence, the study analyzes the impacts of the Fixed-term Employment Act—enacted in July 2007 and applied to all workplaces with five or more employees starting July 2009—on the employment and working conditions of all employees.
This study consists of separate but mutually related seven research topics. The first six chapters take on economics perspectives, relying on empirical analysis. Chapter 7 is an inter-disciplinary study in legal and institutional perspectives. Lastly, Chapter 8, based on the outcomes from preceding chapters, seeks a comprehensive solution to the problems of non-regular workers. The summary of each chapter is as follows:
Chapter 1 introduces the general statistics relating to non-regular workers, and discusses the definition of several types of non-regular workers and their classification criteria. (The rest omitted)
