Bid-rigging is a type of cartel which occurs during the bidding process. There is a wide consensus that bid-rigging is harmful to the economy and hence should be regulated. This research aims to contribute to achieving two goals as follows:
1. Make procurement markets competitive and design procurement processes that reduce bid-rigging risks
2. Detect and sanction bid-rigging practices efficiently
This monograph consists of six chapters. Below is the summary of four chapters from Chap 2 to Chap 5 excluding the introduction(Chap 1) and the conclusion (Chap 6).
The second chapter overviews the procurement process in Korea and figures out characteristics of bid-rigging by studying actual cases. The focus is on manufacturing and construction industry where bid-rigging is frequently detected. (The rest omitted)
