Why do not education and training programs lead to performance improvement of government organizations?

What do you think is a critical factor in education and training programs for government officials that makes them effective?

What Is the Problem?

TR A: We spent a lot of money for capacity building of
government officials in developing countries.

TR B: Trainees are smart and they enjoyed the
training program.

TR C: We expected that our efforts would be helpful to
change developing countries, but we are very disappointed. What’s the problem?

Why Not E&T Effective? GO A: Trainees are not selected on a need basis, but

on a seniority basis, personal relationship with superior or other power man in the organization.

GO B: Superiors do not give us enough opportunities
to demonstrate our competence in workplace.

GO C: There is no need to work hard because my
performance is not reflected in evaluation. Promotion is decided by irrational criteria.
