In 1998 when the water quality of the Paldang Lake - the reservoir in the capital region - became heavily polluted (BOD 2.0 mg/L), the government initiated its long-time resolution strategy - a watershed management system. Over a period of five years (1998 - 2002), the government replaced its previous water management policy with a watershed management system. In 1998 the government established 'a special measure for water management towards the water system of the Han River Basin (including the Paldang Lake).' In order to provide legal framework for this matter, the National Assembly enacted Han River Basin Management Act in 1999. This was followed by the establishment of a comprehensive measure for the Nakdong River Basin in 1999, a comprehensive measure for the Geum River Basin and a comprehensive measure for the Yeongsan River Basin in 2000. In addition, in order to provide legal support for the promotion of the foregoing measures (Nakdong River, Geum River & Yeongsan River), three Special Acts - laws regarding the River Basin management (Nakdong River, Geum River, Yeongsan River & Seumjin River) and support for the residents were enacted in the early of 2002.
