In 2013, the third council of the Green Climate Fund (GCF) held in-depth discussions on the fund’s business model framework, which provides the essential management structure of the fund. The council asked the headquarters for additional resources needed to complete the development of the GCF business model framework. As of its establishment in December 2013, the headquarters has been effectively fulfilling its role as the base of operations of the fund.
The council began discussing the idea of developing a business model framework for the fund, but it was not until 2013 that the individual parts of the plan were addressed in detail, such as the fund’s organization and structure, private sector division, access to funding, and results-based management framework. The fourth and fifth councils, which were held in the district of Songdo in June and Paris in October of 2013, reached an agreement on the initial configuration of the framework. This agreement involves the two core values of the GCF, which are the promotion of the spirit of national ownership and the recipient-led allocation of financial resources, as well as the initial structure and organization and classification of results in terms of climate change mitigation and adaptation. The classification of results, indicators of success, authorization process, and trustee compensation of agencies still require detailed discussion.
Based on the process of building a business model framework and the working plans from the 2014 council, the growth of the public sector in developing countries requires greater attention. Furthermore, the role and delegated matters performed by the GCF self-assessment division should be closely observed. Lastly, sharing the decisions and information of the GCF with the large number of interested parties in Korea will produce positive outcomes and possibly lead to the formation of a consultative group.
