emissions called the “intended nationally determined contributions (INDCs),” which are reduction targets verified and submitted voluntarily by the individual countries themselves. The regime is expected to have characteristics that are dramatically different from those of the global climate regime in the past. Major participating countries in the climate change negotiations, including the United States, China, and the European Union (EU), have all confirmed their strong political will to make the upcoming Climate Summit a success. They have demonstrated a firm determination to forge a political basis for generating progress in the workinglevel negotiations. This report analyzes the recent trends and key issues in the UN climate change negotiations. In addition to surveying the prospects for the upcoming Climate Summit, which is likely to become a crucial turning point in the whole climate change negotiations, it seeks to discuss the implications for Korea’s climate policy.
