Frame of Image lls for Korea’s ODA to be “exemplary and integrated” going beyond increasing ODA volume. This defines the nature and mode of development cooperation that Korea will pursue in the next five years. The “exemplary and integrated development cooperation” could be manifested in various modes and shapes. Nevertheless, the essence of “exemplary and integrated development cooperation” would lie in complying with international norms for development cooperation in the process, producing development outcomes desirable for recipient developing countries, which would in turn help diffuse and even reinvent international norms for development cooperation, and thereby maintaining domestic support for ODA. Korea’s ODA of such a nature is envisioned because President Park views contributions to global causes as beneficial to Korea too.

1. Korea as a donor country
Korea transformed itself from an aid recipient (as recently as 1995) to an aid donor. It joined the OECD in 1996 and became the 24th member of the OECD Development Assistance Committee (DAC), the premier forum for donor countries, in January 2010. Korea, as the chair country of the 2010 G20 Seoul Summit, took the initiative in adding development cooperation to summit agenda. It also helped pave the way for “Global Partnership for Effective Development Cooperation” at the Fourth High Level Forum on Aid Effectiveness (HLF4) in Busan in 2011, and mainstream green growth into development cooperation.
