− The first Five-year Economic Development Plan (1962~1966) formulated, the beginning of a series of Five-year Economic Development Plans − Export-driven economic development policy − Developing light MFCT industries − 275km rail construction mainly to link mining sites (coal, iron ore, limestone, and tungsten) to industrial sites − Investment priority shifted from rail to highway because of high costs − First two expressways constructed: the Seoul-Incheon expressway and Seoul-Busan expressways − Government concentrated its investment on a few regions with highest growth potentials, Seoul-Incheon and Seoul-Busan corridors − In 1964, the government adopted measures to curb overpopulation in Seoul. However, the measures were not effective due to the policy of encouraging industrial investments, which led to Seoul’s continued growth. − In 1967, “the Grand Territory Construction Plan” drafted in 1967, making the first step in comprehensive territory development
