Frame of Image rld have developed and applied their own system of National Assessment of Educational Achievement (NAEA) according to their needs, for example, National Curriculum Assessment of the UK since 1989 and Standard‐based Assessment by the State Department of Education of the US. Many other countries including Canada, Australia, New Zealand and Japan have national educational assessments. The NAEA is to monitor the educational qualities in order to pursue the high‐ quality school education. The NAEA includes not only diagnosing the trend of educational achievement but also applying the results to manage the qualities and the effectiveness of school education. Then, as a monitoring system with reinforced feedback, the NAEA reports its results to the educators and positively utilizes the data to improve the school education as well as collects an indicator of performance of the educational system regularly. In 1998, the Korea Institute of Curriculum & Evaluation (KICE) established a fundamental plan for the NAEA. In 1999, KICE has chosen the NAEA as its major task and planned to develop test items for Social Studies and Mathematics and survey questions on students' background variables and to administer the pre‐ test according to the plan. Abstract

The purposes of the National Assessment of Educational Achievement (NAEA) were to assess educational progress and achievement to monitor the quality of education at national level and appropriateness of the National Curriculum, to collect background information affecting educational achievement and to provide information on the achievement levels to students, teachers, parents and the government. The subject areas of the NAEA 2003 were Korean, Social Studies, Mathematics, Science and English. The 1% of students were sampled from the sixth, ninth and 10th grade students with the two stage stratified cluster sampling method. Two test ‐ forms (A and B) were developed for Korean and Mathematics and one for Social Studies, Science and English in 2003. The test items of the five subjects were developed on the basis of achievement standards which were derived from the National Curriculum. (The rest omitted)
