Frame of Image 니다. 이 보고서는 공공부문의 경쟁력 제고를 위해 필수적인 공무원 교육 훈련 혁신 방안을 정부 인적자원개발의 관점에서 체계적으로 제시하고 있습니다. 공무원 교육훈련 혁신은 참여정부가 추진하고 있는 인사개혁 의 중심과제임과 동시에 자율적 정부혁신을 위한 기본토대를 구축하는 선결과제로서 중요하다고 생각됩니다. 이 보고서는 교육훈련 프로그램 의 혁신방안은 물론 관련 인사제도의 개선방안, 공무원 교육훈련 관계기 관의 혁신방안 등을 포괄하는 분야별 로드맵을 통해 공무원 교육훈련의 혁신과제 및 추진일정을 구체적으로 제시하고 있습니다. 아무쪼록 이 보고서가 공무원 교육훈련 담당부서 및 교육훈련기관의 혁신을 위한 실무적인 정책 자료로 활용되기를 기대합니다. 끝으로 이 보고서를 책임지고 집필한 천안대학교 홍길표 교수와 CEO 컨설팅그룹 의 공선표 대표이사께 깊은 감사를 드립니다.

Abstract

For the improvement of government competitiveness, and the reformation of public governance and administrative system, it is necessary to develop professionalism and core competence of public officials. This study places emphasis on the paradigm shift from education & training system to HRD(Human Resource Development) system, and suggests the vision and goals of pubic HRD, and innovation agenda. This study suggests the roadmap for education & training innovation in the public sector. Innovation agenda are core values orientation of public servants, competence development for SES and leaders, government innovation strategy through HRD, customer-centered customized education & training, e-learning and IT system for HRD, competence development & self-learning system, development of public HRD function, renovation of pubic HRD agency.
