Abstract

This study evaluates the feasibility of the construction of new agricultural industrial complexes, and the effects of already-established COMPLEXES. It also reviews the problems with present agricultural industrial complexes, and suggests measures for improvement.
According to the feasibility study, there are roughly 57,000 employees working currently in agricultural industrial complexes, which is slightly lower than expected. The employment of local farmers and fishermen accounts for roughly 65 percent of this figure. In terms of income and local economic effect, the nonfarm income is approximately KRW 100 billion, but its contribution to the local economy as a result of product production activities is suboptimal. The problems related to the management of businesses within the complexes include difficulty in securing workforce, financing, and the presence of idle and closed businesses.
The long-term goals suggested by this study focus on the vitalization of the already established agricultural industrial complexes, along with the development of rural areas via the supplies of factory lots and their location conditions. The development of agricultural industrial complexes can be improved by relaxing regulations regarding complex size and location, simplifying permit procedure, designation and developmental procedures, and revising the sizes and installation periods of communal facilities. The policy for the improvement of the management and support for the businesses within agricultural industrial complexes should focus on resolving problems related to employee recruitment, improving the special contract system with repurchase agreements, revising the stock holding system in the complexes, and approving changes to the complexes.
In addition, the development of the agricultural industrial complexes can be improved best by making an effort to diversify sources of agricultural income. This can be done through the development of sideline income complexes in agricultural villages, and income sources suitable for the local environment, such as tourist development, and the improvements in the the living condition of residents of agricultural areas.
