Frame of Image ss of educational policies”. In 2013, we focused on school factors affecting the outcomes of after-school programs. The purpose of this study is to look into the current status of the operation of after-school programs at elementary, middle and high schools, and to analyze the operation results of such programs. The following are the topic-specific results.
ChapterⅣ analyzed the current status on the operation and policy-making of after-school programs. First, the fidelity of implementation(FAIR) indicators, which refer to the current status on the operation of after-school programs, were defined, and specifically conceptualized in terms of organizational composition, teacher quality, lesson composition and participation rate in after-school programs. Then, it was separately examined using questionnaires and interviews with teachers how faithfully such programs were operated according to their original plans. The results are as follows: Currently, after-school programs are operated in most schools and voluntarily joined by students. It can be said that the participation rates based on such autonomy reflect the levels of students’ satisfaction with school programs. However, the high rates of participation are one thing, and the reduction in private education expenses is another.
