The changes to supply and demand of school teachers : Adapting to a changing educational environment

Frame of Image e analysis of school teachers – including not just regular teachers but also temporary, substitute and part-time teachers – breaking away from the existing approach to school staffing needs, which focused only on regular teachers, in order to respond proactively to the changes in the functions of school amidst the constantly changing educational environment. Based on such recognition, this study is intended to accurately analyze the reasons behind the changes to school staffing, the organizational structure of schools and the current school staffing and to suggest policy measures for ensuring the effective supply of teachers that can meet the changing needs of the educational sector. To that end, this study adopts a variety of research methods such as the analysis of precedent studies, the analysis of diverse existing documents, a large-scale survey of school teachers and the discussions made by on-site experts. In particular, this study includes a nation-wide research of 3,044 schools based on the ‘classification of school personnel’, which is developed based on the statistics abroad and reviewed by on-site experts to build a comprehensive and well-structured analysis of all kinds of school teachers including temporary, substitute and part-time teachers whose status was not captured in the official statistics in the country because they have been hired temporarily and arbitrarily by schools.
