User Note

This study examines efficient technology support systems for the technological improvement of small- and medium-sized enterprises (SMEs) by analyzing the problems in technological advancement of SMEs from an economic perspective. This is done by examining industrial development in Korea, in terms of international competitiveness.
In Korea, industry requires technological development. Obsolete technology, lack of capital, and a lack of expert knowledge result in problems regarding technological development in SMEs. It is not a matter of introducing new government support systems, but of rectifying existing systems are not implemented according to their original plans. This is due to the lack of Korean support policies which take into consideration stages of development and environmental traits.
For SMEs, it is cost efficient to adopt external technologies which utilize expert employees, rather than the development of proprietary technologies. Therefore, the operational improvements of government funded research institutions are necessary in order to provide industrial technologies to SMEs. Additionally, the technology provision to SMEs should be established by founding SME-oriented research institutions for each industry. Also, technology training organizations should be improved to develop technology for small businesses, and efficient technological support systems should be created to support the technological development of SMEs. Although analytical perspective on technology development is necessary, it is crucial to establish effective and efficient support policies for technological advancement among SMEs for industrial competitiveness.
In conclusion, the government support for domestic machinery industries should not be limited to the support of technological development for large enterprises, but technological development support for SMEs is also required.
