The purpose of this study is to design and develop an educational model for regional vocational education and training in Jeolla-Namdo in South Korea. In order to fulfill the purpose, the study investigated the current status of vocational education in the high school level analyzed the successful cases of vocational education in national and international levels, including American CTE, Australian VET, German Vocational Education, and Finnish Vocational Upper Secondary Education. Also, educational theories such as Transformational Learning, Experiential Learning, Situated Learning, Learning Organization Theory, and Expansive Learning, were reviewed to identify design principles of the vocational education model. As a result, Mutual Creative (MC) education model was developed and described in terms of educational goals, curriculum and methods, teachers, learning environment,
operational system and performance management.
