Abstract

Strategies for economic development must be reassessed in light of changes which now characterize Korea`s domestic and foreign-trade environments. More evident than before are the twin trends of growing protectionism and regionalism in the world community. On the domestic front, the adverse side-effects of Korea`s former high-growth policies are now being felt. Indeed, since President Roh delivered his noted "June 29 Declaration," those individuals and groups previously denied a role in decision-making are now making their voices heard. The public is demanding that widening regional and urban-rural income differences be narrowed and that unjustifiable discrepancies in income differences be narrowed and that unjustifiable discrepancies in income be corrected. Moreover, the country`s exported economic growth success has also resulted in substantial balance of payment surpluses which are both threatening price stability and creating friction with trading partners.
