Abstract

The objective of this study is to assess plans to manage and reduce waste that causes social and environmental problems as the diversification of commodities and consumption behaviors expands.

The waste management plans implemented in Korea are: the waste imposition charge system, volume-rate garbage disposal system, waste deposit system, and the empty bottle guarantee system. The waste deposit system and the empty bottle guarantee system are based on the recycling and deposit system. These systems impose costs for waste on the generators of pollution, and return the deposits when the social environmental cost is reduced. In the case of the empty bottle guarantee system, the cost of production is imposed to the producers, and the amount is refunded to the consumers that return the empty bottles to the seller.

These two systems have the common goal efficient recycling. The waste deposit system is applied in the production stage and lead publically. The empty bottle guarantee system is applied in the consumption stage and lead by the market. The waste deposit system enables the efficient use of resources from the production stage with public stability. However, there are problems such as a lower deposit rate than the actual return and disposal cost, insufficient disposal facilities, and low participation rates. Alternately, the empty bottle guarantee system has a higher rate of return, and a positive aspect in that the consumers take part and recognize environmental issues. However, there are problems with this system as well. The profits of consumers are reduced when there are un-refunded deposits, and there is the possibility that companies might use this system for purposes other than rectifying environmental issues.

The ultimate goal of these waste management policies is to convert the Korean economy into a resource saving and environmentally friendly framework. Therefore, it is necessary to prepare effective plans to manage the production of corporations and the economic activities of consumers. For this, following measures should be implemented: waste deposits should be converted into the consumer-participating type, waste deposits and applied goods should be adjusted responsibly, and collection and refund systems should be improved.
