Abstract

This study aims to renovate the local self-governing system. People used to focus only on its introduction and implementation. This study also provides directions for a new local development system to contribute to national and regional development.
The Korea’s historical regional development is characterized by centralization and top-down management, as it was designed by the central government and developers within the national structure. As a result, local features and residents’ interests were not necessarily reflected, and most of the long-term regional development plans were carried out without specific measures to put them into action and was not to the national plan aligned with a national development plan. For practical regional development, a promotion system for policy needs to be created, and should include the following features:
Fundamentally, the promotion system should be a mechanism for development procedures led by regional governments. Local governments need to establish development plans for themselves, within their available financial resources. For this, it is crucial to ensure division of functions between central and local governments, localization of development processes, and establishment of self-supporting foundations for local governments.
To ensure regional plans are established and operated efficiently and consistently, cooperation and regulation should be strengthened between central departments, central and local governments, and within regional governments. The central government needs to suggest goals and policy directions for national development and the scale of available resources to be provided by the nation for each regional area. Local governments should create comprehensive development plans through consideration of expense to be supported by the government and their own available finances own, based on the policy directions suggested by the central government.
In order to see this style of regional planning system implemented, the following foundations need to be established: First, local planning systems should exist within the framework of existing planning systems. Second, insufficient professionalism and financial resources should be rectified for autonomous development of regional areas. Third, institutions need to be reformed to support an efficient project implementation. Finally, budget systems should be restructured by the central government to help local governments secure financial resources and balanced distribution.
