This study examines the current status of, and problems with, Korean agricultural support policy, and proposes developmental direction. Also, this study analyzes the agricultural financial system, as well as the current status and characteristics of agricultural support organizations. It defines the problems with, and proposes development directions for the legal system for, agricultural support in the future by generally examining the legal system for agricultural support.
Due to the traditionally poor agricultural structure of Korea, it is difficult to depend on the private sector for agricultural development. Despite the governmental support of the agricultural sector, many issues have still arisen. Re-examination of agricultural support policy is required for the optimal efficiency of governmental agricultural support policy.
The government has tried various finance, loan, and systemic support measures. Since 1960, the traditionally vulnerable agricultural sector of our country was developed under government protection in order to achieve the stabilization of public welfare, price stabilization, and economic development. However, it is facing difficulty due to population movement from agricultural areas, as well as an aging rural population.
Therefore, agricultural support policy should propose plans to improve the areas of support policy for the structural adjustment of agriculture, agricultural financial support policy, agricultural support organizations, and the legal system for support.
First, the most critical requirement is to support the structural adjustment of agriculture. The government should encourage full-time farmer support, farm size enlargement support, agricultural mechanization support, and agricultural research and development support. Also, it should adjust policy, such as the introduction of implementation of comprehensive financial support, in phases. Finally, the field-oriented agricultural support function of the government should be directed to develop new agricultural policies and strengthen the related planning and strategy establishment functions, as well as the farm produce export function.
In terms of the legal system for agricultural support, profitable businesses should be expanded, and agricultural extension services should be strengthened by encouraging autonomous participation in the operation by a producer group. In other words, a centralized producer group should be reorganized into regional groups. Also, agricultural policy suitable for each region should be established.
