Abstract

This study assesses the national land use management system, as related to the current status of logistics facilities.
The logistic activities of businesses are determined by profit motive, and the role of the government is to permit unrestrained enterprise activities and to promote fair competition. However, the government needs to occasionally intervene to offset market failure or externally uneconomical effects. In this way, government can have a decisive effect on a company’s logistics activity through real estate policy.
Currently, Korea’s distribution system has several problems. First of all, building a distribution center privately is impossible, and building a modernized distribution center which can bring up economies of scale is difficult. Moreover, construction of a logistical facilities complex has been promoted focusing on joint collection and delivery complex so far, which lacks objectivity because the developer, the owner, and the operator were not distinguishable. The necessity of constructing distribution business complexes, such as national industrial complex, has been discussed at the national level, but is currently unrealizable.
Ultimately, there are several measures that can be implemented to solve these problems. First is the easement of general regulation regarding real estate, and the change of a portion of the land that is reserved as a “green belt” into distribution industry areas. Or, relaxation of the regulation regarding the green belt generally, so that private enterprises can construct distribution centers. Secondly, local autonomous entities should be assigned the promotion of construction of logistical facilities complexes, according to regional characteristics. In this way, the central government will not have to interfere with logistical facilities directly. The government should take charge of planning and implementing a distribution industry complex similar to the national industrial complex, and special law should be imposed to this end. Establishment of complexes should be set up for Incheon, Gyeonggi-do and Busan areas.
