This study provides strategies for how the machinery industry—vulnerable in a knowledge-intensified environment— can secure competitive advantages in the global market through balanced development.
A long-term development strategy based on the qualitative analysis of changes in industrial structure is necessary to adapt to the global economic environment, as industrial competition is expanding internationally as of the conclusion of the Uruguay Round. Changes in industrial structure imply that knowledge intensification is essential in securing competitive advantages in the general machinery sector. As industries that lack knowledge intensification represent a large part of the general machinery sector, compared to electronic or automobile industries, a failure to adapt to these changes may allow imported machinery to encroach on the domestic market or limit the development of Korea’s machinery industry.
Subsections of the general machinery sector include the core corporation sector, the small- and medium-sized corporation sector, and the small business sector. Balanced development in these areas will help the industry secure competitive advantages in the global market. For this, the industry needs to establish a cooperative system, and the government should expand indirect support by complying with international standards. In recent years, the Korean machinery industry has established a firm foundation to enter the export industry by securing competitive advantages through product development based on its own technology, going beyond learning about and improving introduced technology and developing products based on imitation of imported machinery.
The prospects of technological innovation and international division of labor in the machinery industry should be analyzed, a long-term plan for the Korean machinery industry needs to be created based on the analysis, and a long-term development strategy to achieve the plan should be launched, in order to set up a cooperation system in the industry. It is necessary to expand industry substructure to establish a mechanism for indirect support by considering the increasing severity of international standards that restrict direct government support.
