This study analyzes the current status of management systems regarding collection, analysis, saving, and use of information related to economic cooperation with developing countries. This study also discusses the direction of, and alternative measures for, efficient development at a national level.
The need to adapt external economic policy from economically advanced countries—especially from the USA and Japan—for developing countries is increasing due to the international economic environment. As the surplus trend is equalizing, diplomatic systems involving developing countries should be expanded. For this, developing countries should be studied, information should be systematically managed, and professionals from developing countries should be supported and employed. Moreover, the professionals with knowledge about Korea should be widely employed to appropriately utilize their expertise. However, the information management system to provide information on developing countries has not yet been established.
Therefore, information management should be refined to support the expansion of cooperation with developing countries, research projects regarding developing countries should be implemented, and a professional institution should be established to take in charge of this work.
For improvement of the management system to collect, classify, save, analyze, and utilize information on developing countries, the following should be considered:
Social recognition of the importance of the information on cooperation with developing countries should be cultivated so that the personnel may voluntarily become information agents in developing countries, and information function in the organizations demanding the information on developing countries should be further strengthened. In addition, a governmental system should be established to support employees dispatched to foreign branches of diplomatic organizations, order to expand the foreign information collection network. Collected information should not be collated by individuals, but prepared as reports and saved in the information centers of the professional institution (as suggested by this study) so that they might be shared. In order to expand the mutual exchange of information on developing countries, a unified classification system should be established to be used in professional information centers.
It is optimal to establish these information centers in the professional institutions that are related with developing countries, as suggested in this study, and to ensure responsible operation of these institutions.
