The purpose of this study is to allow low-income groups to actively participate in the market by increasing employment opportunities and introduce a new policy based on income stabilization.
The idea that poverty is caused by the individual and cannot be solved by economic growth, has become widely accepted. After the 1960s, the population in absolute poverty has decreased, but due to differences in the idea and standard of what poverty is, the poverty rate was not properly measured. Moreover, efforts to improve the quality of living environment and social welfare programs were insufficient; the welfare of low-income groups did not develop as expected.
According to the attitude survey, many low-income individuals tend to have a high sense of responsibility, willingness to work, and desire to move up to higher ladder. This result can be explained that because of structural collapse within the society, general public tends to focus on undesirable qualities of low-income groups, although their characteristics are completely opposite. It also can be explained that due to unequal and distorted distribution of wealth, and increase in over spending by wealthy individuals, low-income individuals have difficulty in moving up the ladder. It is projected that if this phenomenon continues, culture of poverty could be formed and strengthened in the future.
The most important part of the policy is to provide public assistance, such as livelihood protection and medical care; however, the allocated government fund is very small when compared to actual economic scale. In order to achieve its original goal, the government should research, understand, and prioritize related policies – housing, employment, education, health – and gradually implement them. The basis of policy to relieve poverty should be focused on rehabilitation of low-income individual, increase productivity and opening up employment opportunities. It is important to vitalize civil society’s participation in social welfare and the government should support the effort to create jobs.
