This study was requested by the Ministry of Labor to examine different types of Occupational Health and Safety Insurance, its financial management, and provide basic information necessary for decision making.
Korea’s Occupational Health and Safety Insurance has a strong consumer insurance characteristic, so currently the insurance is provided differently between industries and in large corporations, it is provided based on individual performance. However, in most developed countries, the insurance is given to non-labor accidents, and became national disaster insurance. Following this trend, characteristics of Korea’s occupational insurance should be changed to a social security system that is applicable to everyone.
There are three ways that insurance finances are managed; insurance given due to death or accident of a worker, payment upon retirement, and changes in the insurance payment depending on the situation. The first type of insurance has the advantage that the rate of insurance is easy to calculate, but due to inequality on the burden between companies, it will further impact the occupational insurance negatively. Therefore, it will be ideal to move away from the first type and consider second or third type of insurance. Second type of insurance calculates the amount that the worker will receive in the future, collect them as insurance fee, save and allocate as an insurance benefit for later. However, it is difficult to predict the benefit and if the system is changed from first to the second directly, the insurance fee will be temporarily increased. The last type of insurance realistically complements pros and cons of second insurance type by preventing increase in insurance fee and decrease unfairness between generations on the burden.
The overall industry accident rate shows slight decrease after 1980, however it is still high, and the severity rate of injury, which shows the nature of injury, increased after 1989. In terms of types of businesses, light industry, and by size, small-medium enterprises have serious problem with the occupation insurance. The average insurance rate and expenditure has increased dramatically since late 1980s. For the insurance policy to be effective, the government should allow more businesses to obtain the insurance and develop current policy by improving its side effects and weaknesses.
