Abstract

As Rwanda claims to implement an 'East Asian model' of economic and social development, it has
welcomed the help of Korea to realize its ambitious development plans. As an emerging power, the South Korean government has designated Rwanda as one of its partnership countries, where it shares its experience in Technical and Vocational Education and Training (TVET), ICT and Rural Development. Regarding the first, South Korea is one of the core partners that assist Rwanda in upgrading and expanding its TVET infrastructure and quality.
While referring to Korea, Singapore and Malaysia the Rwandan Ministry of Education argues that technical and vocational education & training (TVET) should be a central pillar of Rwanda’s development strategy as lack of technical skills partly explains high youth unemployment and bottlenecks in the entrepreneurial sector.
