A new discourse on ODA after the financial crisis : Development Assistance Committee and the G20 Seoul Summit

Frame of Image es and consequences of poverty have become more complex. Besides, the achievements of ODA so far are in danger of being wiped out in the wake of the 2008 financial crisis. Thus, there have been efforts to redefine the role of ODA in combating poverty within the OECD Development Assistance Committee (DAC) and the G20 Seoul Summit. From the need to adapt ODA activities to changes in international relations, the DAC implemented „Strategic Reflection Exercise (SRE)‟ in 2009 and revised its mandate, which was written when the DAC was established. Also, „Seoul Development Consensus‟ adopted at the G20 Seoul Summit, which sought solutions for the problems brought about by the 2008 global financial crisis, is expected to boost economic development in developing countries. Since ODA is part of international relations, it cannot be discussed separate from changes in the political and economic context. In a similar vein, the DAC has newly review ODA activities reflecting the political and economic changes unfolding in the 2000s. First, the changes mentioned above include difficulties in securing budget for ODA with the western developed countries, which are recovering slowly from the financial crisis. Second, China, India and Brazil have recently started to provide ODA.
