This study aims to examine the significance of the improvement of 'laws' and 'institutions' in the international development cooperation, to assess the merits and demerits of legal development cooperation or legal technical assistance done by donor countries in the past and to try to find out the rules and principles which is to be abided by when we collaborate with developing countries for legal development. Especially it has for its objects to suggest 'legal collaboration' as one of alternatives that would be able to overcome drawbacks in legal technical assistance projects by international aid institutions and donor countries.
The international development cooperation with the purpose of the socio-economic development and eradication of poverty in developing countries now have been getting settled firmly as an activity which must be pursued by whole international community for the common goods, although it doesn't seem to be so successful yet.
