Preface
Korea is the only country that has developed from a partner country into a supporting country in the field of international development cooperation projects. In addition, Korea is recognized as a country with the capability and vision to be a future global leader. With this, it is true that as the international status of Korea has risen, the responsibility that the international community demands also rises. The research on the international education development cooperation, which the Korea Institute for Curriculum and Evaluation carries out, can be one of the methods to realize the said national responsibility. The research on the “consulting in the development and implementation of the Cambodian learning outcome assessment system” aims to contribute to the strengthening of the evaluation capability of Cambodia, which serves as a partner country for education evaluation software whose operation method is identical to that of the learning outcome assessment system. The said research is carried out to provide the high level of expertise and capability that the Korea Institute for Curriculum and Evaluation has developed from various evaluation-related researches performed locally or in other countries for a partner country in a manner of customized

Abstract

Since Korea became a member of OECD Development Assistance Committee(DAC) in 2010, the Framework Act on International Development Cooperation (Framework Act) was enacted to maintain a constant and productive Official Development Assistance (ODA) system. Although Korea is extending into different sectors within ODA, the field of educational assistance still remains below the required standards of OECD. One of the fundamental causes of Korea’s recent economic growth and improvement is human resource development through education. As the international community has witnessed the powerful growth of Korea, it hopes to learn Korea’s experiences with the rest of the world. Despite its hopes, Korea's current educational ODA puts more focus on vocational training and infrastructure development which calls for more software types of projects such as human resource development.
