Abstract

Since the 2000s in South Korea and Japan, taxi oversupply has been recognized as a nationwide social or political issue. Various countermeasures for taxi oversupply have been implemented but the issue is not fully resolved. It is difficult to simply compare policies or countermeasures between the two countries due to differences in institutions and regulations related to taxi operation and roles taxis play in the respective urban transport systems. However, there seems to be implications for both countries as sufficient factors overlap in each nation. This study focuses on metropolitan areas where taxis operate mainly by street hailing and discusses directions of desirable taxi policies through comparing policy issues and their countermeasures between Seoul and Tokyo from the viewpoints of basic background of taxi industry, oversupply issues, labor environment of taxi drivers, taxi fare, and additional factors.
