Abstract
Public Private Partnership (PPP) is introduced with the purpose of reducing the burden of public sector on social infrastructure construction by utilizing private sector's efficiency, creativity and funds. PPP has been implemented mainly through Build-Transfer-Operate (BTO) and Build-Transfer-Lease (BTL). BTO method contains minimum revenue guarantee (MRG) program which guarantees the private sector to gain a certain mutually agreed in concession agreements. This is because BTO projects’ actual revenue is far lower than the revenue initially forecasted in concession agreements. MRG program was repealed in 2009 but it still remains at PPP concession agreements concluded before 2009. It makes the government to make up the gap between actual revenues and forecasted revenues stated in concession agreements. Moreover fare should rise in line with the inflation rate that is determined by the terms and conditions of concession agreements but practically it is hard to be realized. (The rest omitted)
