reservations about the international community’s ‘Responsibility to Protect (R2P).’ However, the objective of humanitarian diplomacy promoted by the Korean government, as a country that itself experienced colonial rule and the Korean War, is not to intervene, but to provide substantial assistance that is really needed by the countries of concern based on a profound understanding of their needs.
(2) The Relationship between Humanitarian Assistance and Development Cooperation
The most salient means of humanitarian diplomacy is ‘humanitarian assistance.’ Not only disaster relief for earthquakes, floods, and other disasters, or eradication of pandemic diseases, but also peacekeeping and reconstruction activities have symbolic significance in the larger sense that they, too, are aimed at saving the mankind in crisis and desperation. On the other hand, ‘development cooperation’ is a form of assistance provided by donor countries for the economic development and the improvement of the well-being of developing countries. It is being implemented on the bilateral level and on the multilateral level through international organizations.
