In particular, governmental officials, experts, and members of NGOs have assessed in reports issued by treaty organizations and the UNHRC’s Universal Periodic Review that Korea is actively responding to human rights problems, and positively evaluated Korea’s achievements in improving human rights of vulnerable social groups, such as women, children, and the disabled. Still, not all traditional human rights issues have been completely settled in Korea, including the abolition of death penalty, national security law, and legislations on conscientious objection and discrimination. Moreover, as Korea recently transitioned from a refugee-source country to a refugee-hosting country, an array of new issues regarding the human rights protection of immigrants have arisen. Nevertheless, Korea is actively engaging in human rights diplomacy in various aspects, as seen by its rigorous participation in developing the international human rights system, which characteristically involves internationalization, mainstreaming, and internalization of human rights.
