Abstract

Panama is an upper middle income country, with GDP per capita of USD 9,534 in 2012. Although unskilled labor is abundant, the overall quality of education is quite low, hindering labor productivity and the advancement of major industries (especially key strategic industries including logistics, tourism, and agriculture). One of the characteristics of Panama’s labor supply structure is migration from rural areas to urban areas which leads to a drastic increase in unskilled labor force. Moreover, low quality education continues to be an issue, resulting in low productivity of labor throughout the country. Enterprises in Panama have difficulties in finding and recruiting appropriate workers, especially skilled technicians. In response, the government of Panama is empowering relevant agencies to manage the national TVET system by promoting related polices and establishing technical capacity building programs for local labor forces as one of the five critical aspects of implementation under Panama’s Strategic Plan 2010~2014 (GOP, 2009).
