Summary
From Asia's perspective, this report looks at policies to meet global economic challenges in three areas: Global imbalances and sustainable growth, Regional cooperation in global context and Green growth and sustainable development. After a brief overview of the project in Chapter 1, this report discusses tax expenditures and fiscal sustainability in Korea in Chapter 2; alternatives and challenges for economic cooperation in Asia in Chapter 3; and social mobility in Korea focusing on intragenrational social mobility in Chapter 4.

Abstract

The aggravation of low fertility, aging and inequality problems, with the rising demand for government expenditures on various social policy initiatives make it to imperative to enhance fiscal sustainability. Considering revenue-side measures, we focus on tax expenditures defined as provisions of tax laws that reduce or postpone tax revenue for a targeted group of taxpayers relative to a benchmark tax. Tax expenditures can be a back channel for resource allocation by government since they are not actual expenditures but forgone revenue. This fact explains a lot why tax expenditures in many countries are continuously growing faster. We overview recent state of the tax expenditures and related regulations in Korea, and provide brief case studies on the tax expenditures in India and Taiwan. Then, we identify several problems in current tax expenditure management and derive policy implications for more efficient management to improve fiscal sustainability. (The rest omitted)
