• Cooperation required for efficient delivery of local services and promotion of local economic development
- Reducing costs and increasing efficiency in welfare services by establishing a regionalized delivery system - Mitigating of externalities and free-riders’ problems when providing public services - Risk-sharing when promoting indigenous industries and attracting firms and capital - Pursuing “joint growth” by securing competitive edge over domestic and foreign competitors through realizing scale and localization/urbanization economies
