Ten years have passed since the Framework Act on Public ServiceEvaluation was enacted; However, an effective performance management process has not been built as of yet. The purpose of this study is to seek to build an effective performance management process. It means that an effective performance management process should harmonize the integrity and autonomy of the evaluation system based upon a coherent and systematic integrated evaluation system. For doing so, this study conducts a three-step research approach.
The first step of research includes theoretical discussion, antecedent research review, and review of case studies regarding performance management process. Among the first step analyses, case study review reveals some significant implications.
First of all, the performance management process of foreign countries is designed to ensure the validity of performance targets and action plan through external environmental analysis. Next, the overseas performance management process emphasizes step-by-step performance management linkage, organizational communication, and immediate monitoring for improving performance. In the first step, thus, this study reveals the main issues and research framework regarding the current performance management process and examines these issues using recognition(survey) and current status analyses.
