Ten years have passed since the Framework Act on Public Service Evaluation was enacted; However, an effective integrated evaluation system has not been built yet. The purpose of this study is to seek to build an effective integrated evaluation system. It means that an effective integrated evaluation should harmonize integrity and autonomy of the evaluation system based upon a coherent and systematic integrated evaluation system. For doing so, this study conducts a three-step research.
First step research includes legal system analysis, theoretical discussion, antecedent research review, and review of case studies regarding integrated evaluation systems. Among first step analyses, case study review reveals some significant implications. First of all, the Korean central government operates so many evaluation systems in contrast to foreign countries. Next, evaluation systems of foreign countries are to support policy decision-making processes through providing evaluation information rather than awarding incentives and issuing penalties to target institutions. In the first step, thus, this study reveals the main issues and research framework regarding the current integrated evaluation system and examines these issues using recognition(survey) and current status analyses.
