Abstract

This volume of Proceedings of the World Bank Annual Conference on Development Economics 1994 contains two comments on Markusen's "Interaction Between Regional and Industrial Policies: Evidence from Four Countries," followed by a floor discussion summary... See More +. Markusen takes up two classic themes of regional planning at the national level: urban size and income disparity among regions. These two issues are often linked but present distinct policy problems. The first comment discusses the issue of primate city size, and the causes of ineffective regional policies. The second comment elaborates on six areas that Markusen s article could extend: 1) the scope of agglomeration economics, 2) the nature of agglomeration economics, 3) the extent of agglomeration or cluster economics, 4) the effectiveness of targeting or industry-specific intervention, 5)the conduct of regional policy, and 6) economic policy decentralization.
