Abstract

This document provides the historical perspective of Korea's unique policy environment, and includes profiles of current urban and regional policies. It recognizes four types of definitions for urban areas or urban population and provides data on the trends of urbanization. In addition to analyzing urbanization by city size, the report discusses regional urbanization, specifically by province, in the Seoul metropolitan region, and in the southeastern coastal region. A new urban administrative system was announced in late March, to take effect July 1981. The following policies are briefly evaluated: (i) industrial location policies and a new industrial city, (ii) planning for a new capital city, (iii) impacts of rural policies on urban development, (iv) national land use policies, (v) effects of nonspatial policies on urban development, (vi) educational and service sector policies, and (vii) intrametropolitan area policy.
