Abstract

This review evaluates the processing and benefits of seven sector loans in education. These sector loans differ from conventional loans by the extent to which they: (1) focus on policy and institutional changes, (2) merge Bank financing with a public sector investment program, and (3) delegate functions traditionally handled by the Bank to an intermediary institution which allocates funds to subprojects according to agreed upon criteria. The scope of benefits achieved, even in the early stages of sector lending, namely delegation of responsibility for subproject appraisal, appears to be a uniquely effective way to develop institutional capacity. The review also draws several procedural lessons to help in processing future sector loans.
