The objectives of the national development plans are to utilize, manage, and conserve the national land; secure good living environment; and promote prosperity of the nation and people. Some of the characteristics of plans a re to provide direction in the next twenty years long-term and comprehensive policies concerning utilization and conservation of national land, and to offer guide lines on related plans of both central and local governments. This study is directly connected with the latter characteristics of plans and is designed to provide some directions in development policy issues of 16 local governments for the 21st century.
The main frame of this study is organized by three parts ; ⅰ) spatial boundary unit for the preparation of regional development policies, ⅱ) various kind of guide lines for the establishment of regional development directions, ⅲ) final regional development guide lines through the bottom-up approach. The followings are important findings in each part. The first part deals with the planning region, which the national development plans a re implemented in local are s as a spatial boundary unit. Two kinds of the planning region a re classified; The unified model and the independent model. The unified model consists of 9 planning regions, the independent model is divided in 16 planning regions.
The second part describes characteristics and principal directions of regional development on the basis of 16 planning regions. The characteristics should carry out a role of guideline which reflects the purposes, basic concepts, and strategies of the national development plans. In addition, the area-wide provincia l planning and the comprehensive urban planning are directly to be established in accordance with policy directions of the national development plans. In this part, the bottom up and feedback processes between central and local governments are much emphasized.
The final part consists of three sections, such a s trends and problems, potentials, and objectives with regional development guidelines. The section of trends and problems describes existing socio-economic situations and various kind of constraints from regional development. The section of potentials has a view of the future of region and the long-term status through the observation of regional problems. The last section of objectives and development directions provides both regional development guidelines and implementational strategies for realization of regional dreams in the yea r of 2020.
