In an aim to evaluate the project’s effectiveness, this study seeks to examine the conditions and problems found in the establishment project of the Geographic Information System (GIS) in Korea. Then the study examines the project outline and current conditions of GIS projects led by regional governments, including Daegu, Gwangju, Busan and Cheongju, thereby understanding its impact. The study also observes other case studies from abroad and examines the investment effects of the various GIS methods through a quantitative analysis.
With modern society transitioning towards an information society, various geographic information systems (GIS) have emerged to facilitate the effective execution of land development plans and underground facilities management operations. Recognized as an essential element of a sophisticated information society, various studies on GIS are actively being conducted in both developed and developing countries.
In the case of Korea, research on GIS began at a low level in the early 80s with the facility management operations and experimental projects. With the expansion of GIS-related projects as a result of the increasing importance and interest towards the field since the 90s, the Korean government announced its plan on setting up the ‘National Geographic Information System (NGIS).’ Currently, GIS projects are actively being carried out government-wide along with other relevant public and private projects. In particular, local governments in Gwangju, Daegu, Busan and Cheongju are in the process or have already completed the development of the system while more stakeholders are seeking its implementation.
However, little is known about the effectiveness of GIS except the project’s distinctive characteristics. While research is not being conducted systematically with a long-term approach, analyses on the system’s effectiveness are still not detailed enough. As a consequence, projects are being carried out based on assumptions, thus weakening the validity of investing in GIS projects.
Meanwhile, developed countries abroad are investing a great amount for the setup and research of GIS while Korea is likewise exerting efforts on a national scale. On the other hand, Korea is still at an initial stage of implementing and gathering data for the project. On top of this, not only is the technological base weak but the objective data supporting the validity of the investment is inadequate. Consequently, there is a great amount of difficulty in attracting budgets and showing confidence to attract continuous investments.
Overall, the GIS projects do seem to be valid reason for investing. But some of the projects have been based on unproven assumptions as the project is still ongoing, while the lack of data will eventually bring limited research results. In addition, as the intangible benefits of GIS have not been reflected among the advantages of GIS due to their difficulty in quantification, the actual impact is expected to greatly increase once the advantages are all reflected.
