Korea achieved the unparalleled economic growth with international attentions in a relatively short time. At the early stage of the economic growth, Korea developed her industries depending on imported technologies, equipments and facilities. Through learning and internalization of imported technologies, Korea had accomplished necessary technological acquisition and rapid productivity growth in major
industries. Recently Korea was became to realize world-class innovations with her own technological capabilities such as shown in the developments of both RAND flash memory by Samsung and FINEX process by POSCO. For short, the process of the Korean economic development can be described as a process of catching-up of advanced technologies; a step-wise accumulation and improvement of technological capabilities required for the technological/industrial development stages, respectively.
In this context, this study focuses on comprehending the relationship between the development of the Korean economy and the role of Science and Technology.Specifically, the study investigates on how Korea utilized science & technology in the process of her economic development, and how Korea has promoted S&T policies and institutions.
For the analytical framework, we use the model of technology development process for developing countries and the theory of national innovation system. This study distinguishes three phases for the relationships between science & technology development and economic development; ① early industrialization by imported technologies from advanced countries, ② industrial expansion by internalizing imported technologies technology of developed countries, ③ industrial enhancement by domestic technological development. The study examines overview the technology development
strategies used for economic and industrial objectives by stages.
To examine the roles and performances during these three phases of the development, the study reviewed the role of government, the education/training system, the technological financing, the S&T institutions and infrastructure, and the socio-cultural environment for S&T. Besides, the study analyze the R&D investment and manpower, activities of R&D performers and their cooperative effort, S&T development
activities of government, research institutions, and universities, cooperation among S&T development actors, military R&D activities and the international cooperation.
The study characterized the overall features of the Korean national innovation system through those analysis. Finally, the study concluded with suggestions to developing countries who want to benchmark the Korean success of the economic development and the S&T.
