Multinational enterprises (MNEs) dominate the creation, exploitation and international transfer of new technology. Their decisions regarding the deployment of scientific and technical resources and the economic utilization of new knowledge have major impacts in the countries in which they operate. A lot of studies have focused on the geographical location of R&D laboratories of MNEs, especially overseas R&D activities.
In home and host countries alike, this issue has traditionally been of central concern in analyses of the economic impact of MNE activity. The usual assumption is that local R&D is associated with high value-added production, exports and high skill intensity. In spite of occasional concerns that such units work on problems of little relevance to the local economy and that they, in fact, constitute little more than a disguised brain-drain, host governments have been favorably disposed to R&D in foreign-owned subsidiaries.
